The Emirates Nuclear Energy Corporation

The United Arab Emirates has a critical need for new, clean sources of electricity. Studies conducted by the government show that national annual peak demand for electricity is calculated to rise to more than 40,000 megawatts by 2020, a cumulative annual growth rate of roughly 9 percent. Current, committed capacity can meet only half of this demand. Faced with this challenge, the UAE government evaluated all alternatives for power generation, taking into consideration four factors: economics, the environment, security of supply, and the potential for long-term economic development. That evaluation led to the conclusion that a peaceful, civil nuclear power program must be considered as a viable solution to the country’s energy needs. In a policy paper launched in the Spring of 2008, the UAE government endorsed six principles that would govern its exploration of a potential civil nuclear power program: • The UAE is committed to complete operational transparency. • The UAE is committed to pursuing the highest standards of non-proliferation. • The UAE is committed to the highest standards of safety and security. • The UAE will work directly with the IAEA and conform to its standards in evaluating and potentially establishing a peaceful nuclear energy program. • The UAE will work in partnership with the governments and firms of responsible nations, as well as with the assistance of appropriate expert organizations. • The UAE will approach any peaceful domestic nuclear power program in a manner that best ensures long-term sustainability. The Abu Dhabi government established the Emirates Nuclear Energy Corporation (ENEC) in December 2009. ENEC is responsible for the preparatory activities required to facilitate the deployment of nuclear power plants in the UAE. ENEC has been evaluating potential technologies and commercial arrangements for the design, construction and operation of nuclear power plants and is expected to announce soon the selection of a Prime Contractor for the program. ENEC is also reviewing infrastructure demands and potential sites for nuclear energy plants. The plan is to have nuclear energy plants delivering power to the electricity grid by 2017. Vision: Powering the future growth and prosperity of the UAE through a safe, clean, efficient and reliable civil nuclear energy program. Mission: To deliver safe, clean, efficient and reliable nuclear energy to the UAE grid by 2017 and beyond.
