MoF Ends The Use Of Fiscal Stamps For Revenue Collection With Both The Ministries Of Health And Education

Decision to be implemented as of May 1, 2014

The Ministry of Finance (MoF) has issued a Ministerial Decree No. (87) for the year 2014 to switch from the use of fiscal stamps to the e-Dirham system when collecting revenueswith both the Ministry of Health (MoH) and the Ministry of  Education (MoE). The decision will be adopted as of the 1st of May 2014 and reflects the Ministry’s strong commitment towards the federal government’s strategic plan to strengthen the e-collection network.

This decision was issued by HH Sheikh Hamdan bin Rashid AL Maktoum, Deputy Ruler of Dubai and Minister of Finance, after a series of joint actions between MoF, MoH and MoE to achieve the objectives of the smart government initiative and abandon the traditional means of fee collection for government services.

MoF aims to gradually make more methods available the collection of fees for government services through electronic means in the UAE, where it has launched the e-Dirham system in 2011 in collaboration with the National Bank of Abu Dhabi (NBAD). The launch of the e-Dirham system enables the Ministry to continuously develop and promote e-payment systems and networks as well as to adopt unlimited scalable payment channels.
